District May Oppose Keystone Exam Graduation Requirement

If a resolution is approved Thursday, Council Rock would join other area school districts, including Radnor and Haverford, in opposition to the requirement.

The Council Rock School Board will consider a resolution Thursday opposing a measure that would make proficiency on the Keystone exams a graduation requirement.

According to the resolution, the state Board of Education has approved revisions to the Pennsylvania Common Core Standards that “usurp the authority of local school districts to determine whether their students have earned high school."

Under the regulations, the Keystones will become a graduation requirement for the class of 2017.

The resolution expresses support for members of the Senate and House Education Committees to petition the Independent Regulatory Review Commission to remove language requiring the exams be used a graduation requirement.

“Basing graduation decisions on limited and imperfect assessments can harm students, teachers, and communities,” the resolution states. The resolution calls the requirement “yet another unfunded mandate,” and says it will significantly increase costs in the district.
